Most "best flat fee broker" lists are written by referral companies that get paid when you click. I'm Rob Luecke, managing broker at ShopProp since 2007. I've closed over 320 transactions at flat fees across eight states. Here's what your actual options look like in Arizona — ranked by what you'll pay and what you'll get.

Arizona Flat Fee Brokers Compared: Buyers
| Broker | Fee on $500K Home | Service Level | Who Handles It |
|---|---|---|---|
| ShopProp | $1,995 | Full service — showings, offers, negotiation, inspection, closing | Managing broker directly |
| AZFlatFee | $3,500 | Seller-side MLS listing — no buyer representation | Listing agent |
| Houzeo | $399 (MLS only) | MLS listing access — zero representation | You handle everything |
| Redfin | $12,500 (2.5%) | Full service — but high client-to-agent ratio | Salaried agent (3-4x normal caseload) |
| Traditional Agent | $12,500-$15,000 (2.5-3%) | Full service | Sales agent (supervised by distant broker) |
What "Flat Fee" Actually Means in Arizona
Arizona has two kinds of flat fee services that get lumped together but work nothing alike.
MLS-only listing services (AZFlatFee, Houzeo, ListWithFreedom) put your home on the MLS for a flat fee. That's it. No negotiation, no showing coordination, no disclosure help, no closing support. You're on your own. These are seller-side services — they don't help buyers at all.
Full-service flat fee brokers handle everything a traditional agent does — showings, offer strategy, negotiation, inspection oversight, closing support — but charge a fixed dollar amount instead of a percentage of the sale price. ShopProp is the only full-service flat fee option in Arizona where a managing broker handles your transaction directly.
Why the Managing Broker Distinction Matters
A sales agent works under a broker's license. The broker is legally responsible for the transaction, but at most brokerages you'll never talk to them. Your agent handles everything, refers problems up the chain, and hopes the broker reviews the file before closing.
At ShopProp, the managing broker — the person who runs the brokerage — handles your transaction from day one. No handoffs. No referral to a junior agent. Direct representation by the person with 19 years of closing experience and legal accountability for the deal.
On a $369,000 Phoenix purchase, that level of representation costs $3,000. A traditional agent charges $9,225 for the same transaction, except you're working with a sales agent, not the broker.

The Savings Scale With Price
Flat fees become more powerful as home prices rise. A $1,995 buyer fee on a $324,990 Vail home saved $7,754. The same flat fee structure on a higher-priced home saves dramatically more.
ShopProp's $7,995 buyer fee on a $7,150,000 Irvine home saved the buyer $345,010 compared to a traditional 3% commission. On a $10.2 million Atherton estate, the buyer kept $247,005. These aren't hypotheticals — they're closed transactions with verifiable MLS data.
Arizona's median home price around $430,000 means the typical buyer saves $8,755 with ShopProp's $1,995 fee versus a 2.5% commission.
What to Look for in a Flat Fee Broker
Before signing a buyer-broker agreement with any flat fee service in Arizona, ask these questions:
- Who handles my transaction? If the answer is "we'll assign you an agent," that's a referral network, not a flat fee broker.
- Is the fee truly flat? Some services advertise flat fees but add transaction fees, administrative charges, or percentage-based bonuses at closing.
- What happens with the seller's commission offer? If the seller offers 2.5% and your broker charges $1,995, the difference should go back to you as a rebate.
- How many closings do they have in Arizona? Track record matters. ShopProp has multiple verified Arizona closings at flat fees — check them at shopprop.com/go/top-results.
